Tuan Fang, late Viceroy of Chihli, and formerly Viceroy of Hukuang, has been appointed Director-General of Canton-Hankow and Szechuan-Hankow Railways, and ordered strictly to carry out Railway Decree.

Hukuang Loan Agreement will be signed on 20th May.
